Born Dec. 9, 1937 in Delta, UT, the 4th of 5 daughters to Lester and Mabel Talbot Welton. She graduated with honors from Delta High School in 1956. Barbara (Bobby) was chosen cheerleader, Millard County Dairy Princess and FFA Sweetheart. She attended the College of Southern Utah and University of Utah. She enjoyed singing and was active in vocal groups in high school and college.

She cherished her family and especially treasured her time living in Virginia from 1970 – 1972. After returning to Utah, she enjoyed many years of volunteer service for the Utah Heritage Foundation as volunteer coordinator and on the Board of Trustees. She was co-chair for the restoration of the Kearns Mansion and Brigham Street Inn, and chair of Preservation Week tour of historic sites. She received leadership awards from Utah Heritage Foundation and Utah Historical Society. She also served on the S.L. County Bicentennial Commission and advisory committee for development of Wheeler Farm. She was fond of her community involvement and found it very gratifying.
After the death of her husband in 1983, she lived a very independent life. Her hobbies included square dancing, bowling, and time with friends. She found some of her greatest joy in her grandchildren and loved spending time with them.
